My partner, an Indian national trying to obtain Certificate of Bachelorhood in his own place in Kerala. After enquiring in his place with 3 different people he failed to find the place to do such procedure or how it may be done in the state of Kerala.

You may check with local lawyer or get file a writ petition in Kerala High Court seeking a direction to the concerned officer to issue such certificate.
