Q:

In a criminal trial, court directs to submit written arguement ..prosecution is not submitting arguments saying an appeal is pending in high cout...it is pending in high court...for more than 5 years..no stay...there is instruction from high court to trial court to dispose the trial at the earliest....the trial is pending for more than 32 years.my question is whether I should submit written argument even if prosecution fails to submit their note.

Yes, you can submit your written arguments and Court will take written arguments of prosecution not filed heard oral arguments and then pronounce the judgment.
